Policies and institutions for growth and development: Is there a ‘heterodox’ view?

Background
The mainstream consensus is that ‘good policies’ (essentially macroeconomic prudence and openness) are necessary for sustained growth and, hence, poverty reduction. However, ‘good policies’ can only be effective in ‘good policy environments’, where the state enables private initiative, corruption is absent, and governance is good, as it is based on transparency and accountability criteria. In this environment, there is respect for the rule of law and property rights are defended.
The conference aims to provide an opportunity to reflect on whether there is a ‘heterodox’ view on the role of policies and institutions in the development process and on the extent to which developing countries can ‘copy’ policies and institutions in order to accelerate growth and development.

- The keynote address to open the conference will be presented by Professor Sir Richard Jolly, Institute of Development Studies, Sussex University; formerly Assistant Secretary General of the United Nations; Deputy Executive Director of UNICEF; Special Advisor to UNDP; Director of the Overseas Development Institute.
The keynote address will take place on Tuesday, 26 June at 6.00 pm. The speakers’ presentations are scheduled for Wednesday 27 June, 9.00-17.00. A programme will be produced in due course.
