Reconstruction and Rehabilitation of Iraq with Special Reference to the Federal Region of Kurdistan

Conference background
The purpose of this conference is to examine the consequences of conflict in Iraq and the federal region of Kurdistan, and the implications for post-war reconstruction and rehabilitation. It will bring together academics, researchers, practitioners, policy-makers, non-governmental organizations (NGOs), and private enterprises as a means of fostering inter-disciplinary analyses of current conditions, post-conflict development processes, policy options, and reconstruction strategies after decades of war. The conference is jointly organized by the Hawler Institute for Economic and Policy Research (HIEPR) and the University of Kurdistan Hawler (UKH), and will be conducted at the UKH campus in Hawler (Erbil) on December 8-9, 2007. It is financially supported by the HIEPR, UKH, the Kurdistan Regional Government (KRG), and some external sponsors. Conference topics will include:·
- Historical and structural legacies of Iraq and the Kurdistan region
- Reconstruction and development policies (past and present)
- Macroeconomic and sector analyses (electricity, energy, education, health care, housing, industry, petroleum, communication, transportation and banking, agriculture)
- State failure, governance, corruption and miss-management of resources
- Political, economic and social instability
- The relationship between aid and debt relief and security, reconstruction
- The role of external aid on reconstruction processes
- The role of petroleum on development and governance
- Foreign capital flows and local management strategies
- Geopolitical and economic relations with neighboring countries
- Welfare and public economics
- Migrations and demographic changes
- Technological change and growth
- Effects of war and development on center-periphery relations
- Women and rehabilitation
- Strategies for dealing with social changes
- Impact of globalization on Kurdish identity
- Social and cultural trauma
- New challenges from the youth
- Neighboring nations and their relations with the Kurdish region
Participants
Participants are expected to represent universities, research institutes, government departments or international organizations. Independent researchers and advanced PhD students are also welcome. Those interested in participating without presenting a paper (i.e. chair a session, evaluate papers, contribute to editing) should contact HIEPR director, Professor Almas Heshmati at

Submission Guidelines
Those interested in presenting a paper should send; 1) a 150 word abstract or a full draft, 2) three keywords (or JEL Classification Numbers) that describe the subject of the submission; and 3) a completed application form (see below) in English to

by June 30, 2007. Full panel and roundtable proposals are also welcome. If accepted, complete manuscripts are due by October 31, 2007. Funding
Depending upon need and resource availability, the conference organizers may provide partial financial support for some paper presenters and participants. Preference will be given to funding participants from developing countries with GDP per capita below $2000, with an emphasis on those individuals representing universities and research institutes. The registration fee for non-presenting participants is $300. This fee will cover conference materials, access to all sessions, reception, meals (three lunches, two dinners, and coffee breaks), and a one-day tour of historical places and sites in the mountainous region. Special arrangements will be made with local hotels for a limited number of rooms at a special conference rate. Participating PhD students will be waived from the conference fee.
Conference language
The conference will be conducted in English. Special sessions will also be conducted in Kurdish and Arabic. Post Conference PublicationsSelected papers will be published in a special volume of conference proceedings or special issue(s) of a peer-reviewed journal, coordinated by HIEPR and UKH.
